Zaldy Co in Sweden early this month, based on petition filed before SC

MANILA — Former congressman Zaldy Co was in Stockholm, Sweden earlier this month, based on a petition for certiorari he filed through his lawyers before the Supreme Court. 

In the petition against Ombudsman Jesus Crispin Remulla, an “apostille” dated January 15, 2026, which shows that Co appeared before a notary public in Sweden, was attached.

The apostille showed that Co appeared before Stockholm County Administrative Board notary public Beatrice Gustafsson.

“I certify that I was able to verify the identity of the client, and that the signature was performed by the client of their own free will,” Gustafsson said.

Gustafsson further noted that the certification was conducted in accordance with Swedish regulations.

Another attachment, a Verification and Certification Against Forum Shopping also dated January 15, 2026, was signed by Co also in Stockholm.

“I caused the preparation and filing of the foregoing petition,” Co said.

In the petition, Co asked the Supreme Court to  issue a Temporary Restraining Order and/or Writ of Preliminary Injunction against the resolution of Ombudsman Remulla which recommended the filing of charges in connection with allegedly anomalous flood control projects in Oriental Mindoro.

“The urgency of issuance of an injunctive relief is all the more highlighted by the fact that Co has been denied the right to exercise his remedies before the Ombudsman by insidious and deliberate design,” the petition read.

Among the arguments raised was that Ombudsman Remulla gravely abused his discretion when he found probable cause to indict Co for graft and malversation.

“In this case, the Ombudsman identified Co as a patsy to blame as early as when he was Justice Secretary,” Co’s lawyers said in the petition.
